Exactly, well that is an unfortunate matrix design.
Not really sure why chromeos would mandate something this bad, sure they aren’t meant for gaming but even the corpoest of laptops don’t cockblock gaming that hard.

For the FW12 and FW13, it is a hardware limitation. The FW16 is good.

The matrix on the fw13 does not have a problem with this specific combination but the one on the 12 does.
