Mobile already run at a lower voltage than their desktop counterparts, I do not think there will be additional room for that.
How much you can under-volt depend on the silicon lottery you get – if you have bad silicon then the system will de-stabilize easier.
And because the graphics clock only go so high, it make sense to have 50% additional EUs. How it will correlate to real-world performance difference, yet to be seen, but there are reasons to believe it to be significantly more.

There usually is around -0.050 to -0.075 v you can offset for the 20-28w processors. (historically speaking…before it de-stabilizes) Some even managed a -0.095v offset.
