Providing 140w pd capable power source but laptop does not boot

why does my framework laptop not boot and sit there drawing 8-32w in idle and blinking stupid red and blue lights? doesn’t even activate the connected hdmi monitor

before you ask, the converter works on my phone, which said it’s a fast charger and draws the power just fine upon testing.

I don’t think that FW16 would boot, even with a FW power adapter.
You need fans and battery to boot.
The FW13 mainboard is probably more what you need.
