As far as I know, the refurbished devices drift in and out of stock depending on how many returned devices Framework gets. In the current market with runaway price inflation, I imagine that many people would prefer to repair blemished/damaged devices than to return them (even for a full refund).
It’s probably best to just sign up for the email notifications and then carefully watch your inbox - they can sell out quickly! I totally understand your impatience though - I have a refurbished desktop myself and it’s really an amazing machine.

Oh nice! I am glad you are enjoying yours. Okay, I see how it is. I do gotta work on my patience. Maybe I’ll look at third party listings (eBay) but I’m more skeptical about buying from there. Thank you!
While we’d all prefer a Framework machine here, if you’re after Strix Halo, it is perhaps worth keeping an eye on eBay and similar for machines of this type. Some folks buy these architectures for local LLM purposes and then find they’re not quite powerful enough, so they sell them on to recover the excessive spend.
HP and Corsair have some nice-looking machines out, and of course there are a bunch of no-brand machines out there. I think the branded ones would last a bit longer. Unfortunately the prices of these units are remaining high too!
