This is true, the only time I see it do something under this use case is if I also have a web browser open and some page decides to start demanding resources (e.g. gmail/facebook). If I can trust that the cpu power limit works, then it does at least tell me the cpu can’t be drawing more than X, so if I see an increase in power draw greater than X it must be from something else. E.g. ram, ssd, radio, etc.
If the workload is finite that will lead to more wh being used to do the same…

Nothing specific to add as Mario has addressed this and also indicated there is hope with VRR.
I’m getting 11w power draw with 64gigs of ram without dgpu, so maybe it’s rams fault
