Safely copy old hard drive contents to new

I just ordered a larger capacity hard drive for my Framework 13 (AMD board, Windows 11). I’m looking to safely copy everything from the old drive over. I’ve done this before but it’s been a bit and I’d welcome some advice.

My rough plan is as follows:
0. Back up old drive

  1. Attach the new drive via USB enclosure
  2. Boot into linux from a USB stick
  3. Use a low level utility like dd to image the new drive from the old one
  4. Shut down, open up the laptop and install the new drive.
  5. Boot up with new drive

Suggestions for linux distros with disk copying welcome

Is there any windows DRM / licensing tied to the drive I need to worry about?

I have used Clonezilla with a lot of success.
