The RTX 3060 Ti appears in Device Manager and shows “This device is working properly” on the General tab with no error codes after hot-plugging, but it never becomes a functional graphics adapter. It doesn’t appear in Task Manager, MSI Afterburner, or DxDiag. A monitor connected directly to the GPU outputs shows no signal at any point, and NVIDIA Control Panel does not appear on the desktop.

Every single time I hot-plug the enclosure, the events are:

The Information section underneath then says:
PCI\VEN_10DE&DEV_2489&SUBSYS_46673842&REV_A1\6&22bb0779&0&00000021 requires further installation
The device never reaches a “device started” event. It stops here every time without exception.
What I have already tried (exhaustively):

DDU in safe mode, clean reinstall of NVIDIA driver 537.58

Manually selected the RTX 3060 Ti driver via Update Driver → Browse → Let me pick from a list. Only the Basic Display Adapter and one RTX 3060 Ti entry appear, forced rebind made no difference.

Tried both rear upper USB4 ports (top left and top right) directly into the motherboard, not through expansion cards.

Hot-plug sequence: boot laptop, log in, wait 1-2 minutes, then plug in enclosure

Disable/enable cycle in Device Manager after detection

Removed all hidden/greyed out NVIDIA entries from Device Manager and rebooted before re-testing
-
Full cold boot sequence: shut down, power off enclosure, unplug cable, wait 2 minutes, power on enclosure, boot laptop, then hot-plug after login

Disabled Fast Startup in Windows power options

Tested monitor via both HDMI and DisplayPort cables connected directly to GPU outputs (no signal at any point)

Checked Windows Display Settings and Graphics preferences (only AMD Radeon appears, NVIDIA never shows)

Observations:

GPU fans spin normally, enclosure has power

Windows shows “display connection might be limited” message on first plug-in after each boot, but only once

MSI Afterburner and DxDiag both show no NVIDIA GPU present

NVIDIA Control Panel never appears

Task Manager shows only AMD Radeon internal graphics as an active GPU, but the shared GPU memory value reflects both the internal AMD and the NVIDIA eGPU combined, suggesting Windows has partial awareness of the device but is not exposing it as an active graphics adapter.

The GPU is confirmed working in another system

General tab says “working properly” but Events tab simultaneously shows “requires further installation” (contradiction)
What I have NOT tried:

A different USB4 cable (currently using the cable supplied with the Razer Core X V2)

A Thunderbolt 4 dock between the enclosure and the laptop
Has anyone successfully gotten an NVIDIA eGPU fully initialized (specifically reaching “device started” state) on a Framework 13 AMD 7040 Series over USB4? The device is being detected and driver services are loading, but the installation is flagged as incomplete and the device never starts. The Digital Signer showing as Microsoft rather than NVIDIA may be relevant. Any help appreciated.
