This is an informational post in case someone runs into the same problem.
[SOLUTION]: Unplug the Anker wall charger from the wall for 10 minutes to allow the internal primary bulk capacitors to drain and the charger MCU to completely power off so that it resets its state. Once reconnected the cycling issue will be gone.
[PROBLEM]
When connected to my Anker A2343 100 watt USB-C charger, the FW16 charging state continually toggles on then off then on again. The charging light on the side of the laptop continually flashes on and off and the charging state notification sound keeps repeating. This is even with the laptop completely turned off.

I tried everything to fix it, downgrading the laptop firmware, downgrading the kernel & blacklisting the ucsi_acpi module but it turned out that it was only that my wall charger was in an invalid state and needed to be reset.
