It seems that top buttons were originally intended for use with the trackpoint, and so there were top buttons for that & bottom button for the touchpad. But of course, always chasing ways to reduces costs & squeeze more profit in, two sets of buttons were seen as redundant enough that the bottom ones were axed.
I wouldn’t think many buyers actually wanted that configuration.
