USB-C only charging on one side

I have USB-C port extension cards on slots 1, 3 and 4. I usually charge using slots 1 or 3, depending on where I sit.

However, when I plug my USB-C cable, half the time, it doesn’t work and I have to flip it over, and then it charges. So far as I know, USB-C cables and ports are two-sided, so I should be able to charge whichever way the cable is plugged in, right?
