this appears to no longer be happening as of kernel 6.5.9-200.fc38.x86_64.

Thanks for the heads-up dimitris. On 6.5.9-arch2-1 I see the same - no more delay.

Looks like it was probably this patch PCI/PM: Mark devices disconnected if upstream PCIe link is down on resume, which landed in 6.5.7.
