AMD & Intel reduce power consumption in order to increase battery life/reduce fan noise (TDP, efficiency mode)

The Intel Core Ultra Series 1 comes with three CPU modes (Framework | Fix Consumer Electronics):
Performance mode - 30W sustained 60W boost
Balanced mode - 25W sustained 60W boost
Efficiency mode - 15W sustained 60W boost

Is there a way to permanently activate the Efficiency mode in the BIOS? (I couldn’t find an option) or what would be the way on Windows to permanently activate this mode?

AMD Ryzen has “AMD Configurable TDP (cTDP)” (eg. https://www.amd.com/en/products/processors/laptop/ryzen/7000-series/amd-ryzen-5-7640u.html). Is there a way to permanently configure this TDP in the BIOS or somewhere in Windows?
