I sometimes want to run the power supply and the mouse at the same time. I currently have one usb-c power expansion card. Do I install a separate usb-c expansion card for the mouse? Or is there a docking station that I could use?

A separate expansion card would be the easiest and cheapest option. You have no other usb-c or usb-a cards? Another option would be a bluetooth mouse.

you can plug the power supply directly into the USBC socket on the mainboard
Not sure if this will help out with Fwk16 as power is kind a limited, but the idea is nice. For Fwk13 I’m looking in to that: Baseus GaN5 4 Ports Charging Sation 67W charger with USB and HDMI port 
Think I have now is this hub https://nl.ugreen.com/collections/usb-c-hub/products/ugreen-revodok-usb-c-hub-met-4k-60hz-hdmi-ethernet-pd100w-sd-tf which I use for SD, Ethernet ports and 100W pass through, again you will need to find something with more power for Fwk16.
