Is there a setting in the AMD software, such as the G-Sync for Nvidia, to address the issue of screen tearing when using a 4K television display for gaming?
You can either activate Vsync in the global graphics settings (also available per game):
Or maybe your TV is able to use freesync or adaptive sync, which you can activate here and use Enhanced Sync instead of VSync with it for best results:

One thing I forgot: You should use Enhanced Sync rather than VSync, if your TV is capable of Free- or Adaptive Sync, because VSync will negate the variable refresh rate and nail it to full (e.g. 60FPS = 60Hz refresh rate) or half the Hz of your TV.
