Update:

I took the following steps, and I no longer have the reported issue.

  • Used the “Fix problems with Windows Update” option in Windows Settings
    * Issue remained

    * Issue remained
  • Created a Windows Media Installation and performed a fresh install of Windows 11 Pro

  • Removed all secure boot certificates in the BIOS using the “Erase all Secure Boot Settings” option in the BIOS
    * All certificates were removed, no issues booting into Windows, but the issue remained.
  • Performed the “Restore Secure Boot to Factory Settings” in the BIOS
    * All of the certificate’s sections in secure boot remained blank; no certificates loaded.
  • Downgraded to BIOS 3.22 using the Framework_Laptop_13_11th_Gen_Intel_Core_BIOS_3.22_ClearVar from the 3.22 BIOS instructions from the community post
    * All certificates were loaded into the secure boot section in BIOS

  • Downloaded the Microsoft Patch Tuesday update for Windows 11
