Curious as to the scenario/procedure you can do to reproduce this? It would appear there are a number of scenarios that can produce this behaviour so knowing how to reproduce it consistently would help to convice @Framework that the issue is unresolved.
See that there’s been a number of threads on this issue:
My DIY edition running Win10 is getting stuck clocked at .39Ghz. This happens even when plugged in. After a reboot it runs at full speed for a minute or two, then reverts to .39Ghz.

I just got my Framework laptop, and got it up and running very easily, but I seem to be having this weird issue where the processor is running a 0.39GHz, I’ve seen this happen with more than just the Framework laptops, but I thought I’d try here first, the CPU usage seems to sit arount the 5 - 10% mark as well.

Have you ever noticed that your 12th Gen Intel is extremely sluggish because it’s stuck at 400 MHz (on all cores, for a prolonged time, even after cooling down)?

If yes, let's collect some information to see if there's a pattern.
If no, let's see what might help to prevent the 400 MHz bug from happening.

Please note that if you update to 3.06 or higher, you will not be able to downgrade to version lower than 3.06, as it will cause left side ports to stop functioning correctly.
