How are Fn krys assigned to the F1-F12 keys?

These do not match the icon printed on the key. For example, fn+F3 should raise the audio volume, not bring up Find Prompt. It appears that Win+F11 is for PrtScr, not fn+F11, as I would expect. What functions are keyed from the fn+ key? Which require Win+key? So far, I’ve only found the fn function useful to illuminate the keyboard fn+spacebar,
Is there any documentation for the US keyboard key mapping? Is there anyway to remap the keyboard fn functionality to match the icons printed on the key?
Is your Framework a prebuilt or a DIY where you installed windows yourself? You’ve installed the Framework driver bundle?
I don’t use windows but it was my understanding that the Framework driver bundle set up the windows hotkeys as they should be / matching the keyboard symbols.
For actual key response, it’s windows doing whatever is happening, such as opening the Find prompt. The keyboard can only send keystrokes, it’s up to windows settings to interpret them. Most keys have a usual function, but they can really preform any function. Some hotkeys might be in the windows hotkeys GUI in settings. Others I think are set in the windows registry. I recall Fn+F12 being a registry one at least.
