Sixteen USB-A on 2-5 No power after wakeup from sleep

Sometimes upon weaking up from sleep, port 2 and 5 will entirely lose power. You will plug in like a USB LED, nothing will happen. You have to either restart, or unplug/replug the type-A expansion card.

This seems related, but also not?
