in my experience with earlier Windows versions, a preinstalled Windows came with all sorts of drivers and helper applications.
Isn’t this different with the downloaded and self-installed Windows11?

Hi and welcome to the forum.
I hope you know that the preinstalled is bound to the machine, whereas the buy separate option is transferable to any machine.
The downloaded version I can imagine, unlike the older CD/DVD sources, is a pure OS with few frills and no thrills.
There isn’t any difference between the two beyond what @amoun said. Framework does have a driver package for Windows but they ask users to install it.
