Have you tried performing a mainboard reset?

Framework 13th gen won't boot

You can try to perform a mainboard reset. Also contact Framework Support while you are trying to solve the issue especially if this doesn’t work. This seems to be the procedure, but I’ve never done it myself so I can’t confirm.
