How to configure the power output of a USB (extHDD not able to start, most often)?

Oh so I found a fix working on to get a fix for similar problem of wireless mouse (with a usb unifying receiver).

Interestingly I found the solution, the problem was:

Full insertion had some problems with communication.

Partially pulling it out solved the problem! Got the idea by looking at logs doing connection again and again.

After partial pull and let the mouse communicate properly, pushing it all the way back has no effect and it still work perfectly.

The solution was to just push it enough to make it sink power, wait 2s, let it get detected in lsblk, push it all the way back now.
