Great question. As 23.04 and later, 23.10 are not LTS (Long Term Support) releases, they do not have the OEM kernel, hence the linux-oem-22.04c aspect of the package that installs it. Ubuntu 23.04 is probably better than it was previously when it first came out, but it is not an LTS release and will have a substantially shorter shelf life with updates.
