11th Gen Intel BIOS 3.24 zip file contains no executables

When I unzip the file Framework_Laptop_13_11th_Gen_Intel_Core_BIOS_3.23_3.24.zip I find that it contains:

I am unable to install this by following the instructions because the files Step1_Framework_Laptop_13_11th_Gen_Intel_Core_BIOS_3.23.exe and Step_2Framework_Laptop_13_11th_Gen_Intel_Core_BIOS_3.24.exe do not exist.
