I am frequently seeing the screen hang on my laptop, and dmesg seems to indicate that the display driver is restarting. This is extremely annoying. I have tried both Wayland and X11 with the KDE desktop, and when this keeps happening, my laptop is unusable. I’m a long-time Nvidia user, and my ancient Alienware laptop had an Nvidia chip in it, and my desktop has always been Nvidia since the last time I used AMD (albeit over a decade ago), it was flaky as well. Does anyone have any suggestions? I’ll try and capture some logs, but right now I’m trying to debug network issues.
framework16 ryzen7 780M e.g. with a leap 15.6 here, no such stalls on the GPU side, I know such trouble on win10 with rather old amd based laptops there, e.g. firefox browsing stalls/crashes the very old gpu driver there, but it manages to restart and everything continues normally after a few seconds of screen stall.
anyhow, you didnt mention in what software situations your situation happens if there is any pattern to it. I guess its not the mere OS that is creating these stalls for you? also I never went into all this special graphics driver stuff or acceleration and all of that on linux, so only basic pure open source stuff here for me.
If you are having a very recent version of the kernel, you should make sure you update the amd gpu drivers in the process.
Had that in the past when using the HWE kernels.
I might add that the hangs seem to come whenever the menus are fading out, especially with Wayland. Apparently, this is a Wayland issue where it starts throttling.
I had that with an old version of wayland and the wrong drivers.
Using KDE Neon here now with plasma 6.4.1. Running smooth as a kitten 
I’m running 6.4, and Tumbleweed should be pretty recent, since it’s a rolling release. It looks like I will need to revert to X11 anyway, since one of the tools I use, KiCad, has a lot of issues with Wayland bugs. The kernel is 6.15.3, so it’s pretty recent.
The problem here is rolling release. Too recent, not everything has been validated to run without a problem.
KDE Neon is based on Ubuntu LTS + bleeding edge Plasma. At least, the base OS is stable.
There is a known bug in the AMD driver which they are tracking down, which sounds like it might be what’s affecting you here:

It is difficult to track down, because it seems pretty intermittent and there are things that make it less likely without solving it, but if that is in fact what you’re running into then that kernel might be worth a try.
