I was recently dusting out my laptop. I use canned air to blow out the fan from all directions and angles. Visually, it looked like a completely dust-free fan as if it had just come from the factory. Then I got out my curved tweezers and rummaged around in the crevice highlighted in purple below. 
Enough lint/hair/dust came out to start a pillow company. It also was mostly tangled together in a contiguous sheet. My laptop is so much quieter now.
