How to set power limit for Intel Gen13 CPU on Windows 11

I seem to remember to be able to set a power usage limit for the CPU. I’ve done something like that about a year ago on my linux gen12, but can’t remember if/how I did that.
I’ve selected the power effeciency profile in windows but it still gets quite hot sometimes. I’d like to limit the power to the CPU somewhat. How can I do that under/with Windows 11?

If I recall correctly, you can limit the maximum power state under power plans or use a 3rd party option to limit the TDP.

Also you can turn battery saver on when not plugged in by default. This cuts turbo and limits CPU performance. Granted using something to manual adjust it such that it is in affect even when plugged in would probably be ideal.
