I have been using mint cinnamon and the fractional scaling seems to work fine. Apps like vscode and discord work seem to be scaled correctly with no blur.
Using the same apps on Ubuntu with fractal scaling at 125% and both apps are blurred and just don’t look right.
Is there are fix for this?
Ah, the good old fractional scaling being weird on XWayland. It’s an X.Org Server vs Wayland issue. I believe a solution was to increase in the app specifically or change font size. Not 100% sure though.

Actually, the used ppi makes the best result (if still available). Used 144 for a 4K screen, and 12x something for 2K screens. But X server sees no more development, so you (@Wesley_Stagg) better go over to Wayland.
I am using new KDE Neon with Wayland (No X at all) and to be honest, it is smooth!
They handled fractional scaling way better since then.
KDE currently has better support for fractional scaling. On Gnome and Cinnamon, I’d currently recommend to use 100% scale and just increase the font size in Gnome Tweaks (or the Cinnamon equivalent?) as far as necessary.
(Or order the newer high-res screens and use 200%)
