When using Hyper-V on my Framework 13 with the Core Ultra 7, I have noticed the more VMs that are activated the lower the maximum processor frequency drops. This is for the host laptop and all the VMs. Once more than 4 are running, processor speeds top out at 1.6ghz. If I shut down the VMs the processor recovers to its normal speeds of 4-4.4ghz under boost. I have confirmed this issue occurs on another Core Ultra Framework 13 running VMWare Workstation on Windows 11 24H2 so it is not hypervisor specific. My Framework 13 is running Hyper-V on Windows 11 23H2. Any assistance would be appreciated as the laptop is primarily used for virtualization and it becomes almost unusable with more than a couple VMs running. The laptop has 96gb of RAM and had no issues at all running 10+ VMs when I had the Ryzen 7840U board. This problem is limited to the Core Ultra board. Throttlestop reports the processor temps are normal and it is pulling its normal 25 watts under sustained load. For some reason the power is not being used to increase frequency.
