Thanks for the info and also providing a support response. Sounds like it’s not really possible in Windows 11 at least and “programmable” might be a bit of a misrepresentation.
Yeah it’s the same what I thought. Maybe there will be a software/app in the future which allows a bit more freedom

except, it (both the laptop and pen) can do USI
even the product page for the pen, which doesn’t mention MPP at all, says:
The Framework Laptop 12 Stylus supports the USI 2.0 standard. It features 4096 levels of pressure sensitivity, 60-degree tilt, and two programmable buttons
But, as far as i can tell, Framework doesn’t have an app to program the buttons for the stylus running in USI 2.0 mode, like Lenovo does, and instead relies on the Operating System to be reconfigured to interpret the buttons differently.
As someone who has worked in customer support for years, I do kinda wish Framework would get their story straight, either it’s an MPP pen and that’s why they can’t reprogram the buttons, or it’s a USI 2.0 pen, like they say it is on the product page, in which case, is it just the lack of app that is restricting it? or is it the hybrid nature where it’s MPP and USI that is involved?
It can use both MPP and USI. I believe there is an option to switch in the BIOS.
