Physical keyboard layout files with symbols, etc

Any chance to get keyboard layout files of some sort for doing laser engravings of:

  • unsupported locales
  • custom layouts on blank keyboards
    ?

Of course I saw these upcoming items. And no, this is not what I am asking about.
Say, you want to swap Ctrl and Alt or replace windows logo or add a language that framework will not support officially.
