Usb C is a physical connector. Thunderbolt is a protocol carried over USB-C. Framework Laptop already supports thunderbolt. 13th gen is certified as such, and 12th gen is with a BIOS update coming soon.

Even on the older batch 1 (11th Gen) laptops, Thunderbolt peripherals work fine. I have an EXP GDC TH3P4G3 that I use with an nVidia GTX 1070 Ti and it works just fine.
