Additional key swaps?

I’m seeing there’s some discussion of robust key remapping tools at a low level. I know there’s ctrl/fn swap in the BIOS but is there any discussion/timing on when that’s getting extended? My muscle memory from my last machine has windows and function swapped and I’d love to fix this in software rather than wetware (i.e. by retraining myself)…
