BIOS Not Detecting USB Drive

I figured I would ask here first since I’d like to troubleshoot it myself. I have a Framework 13 with 13th gen Intel CPU, and my laptop currently does not have an operating system. I am trying to install one on it, but the BIOS is not showing the drive as available. I have reset to factory default in BIOS with F9, and troubleshooting the expansion cards led me to find out that 2 of them cause the laptop to delay in boot times by about 3 minutes. The other two expansion cards let the laptop boot into BIOS in about 3 to 5 seconds.

The expansion cards seem to work as I can connect the USB to my android using the usb-a expansion card (which is the one I need). I had bought an OTG USB-C adapter just in case it was an expansion card issue but that also slows down the boot time to 3 minutes as well. Before I removed the previous operating system, the system messages showed that the USB ports were enumerating constantly, sometimes up to 5 minutes.

If this is a hardware issue, I would need a replacement, but does anyone else have some solutions I can try before that becomes my conclusion? Mind you, I have been able to charge and play sound from the audio jack expansion card when I had my previous install
