Telephone ordering is probably the least secure medium in which payment card numbers can be transmitted, because there is no end-to-end encryption. One could fall back to a credit card for the fraud insurance, but if fraud protection is the point, just order online and use a credit card.
I should think that if FW were to offer a telephone service, customer data would still flow into a customer marketing platform, and thus events like the recent third-party hack would still have affected telephone order customers.

Framework does customer service through emails and an online ticket system. At this time they do not offer phone service.
Try a local repair shop that is willing to order the parts and pay them cash plus whatever fee they want for their effort.
This will satisfy the need to not purchase items online using personal information and still deliver Framework parts as intended.
