Can HDMI Port only work on ports with Display Output?

I’m looking at the sheet, and see the ports are different.

Dose Display Output, mean that only those ports work with HDMI.

Also are there any restrictions on what ports can use the ethernet jack, or would it only effect the max speed with USB 3.2 vs 4?

Yes. Though it can be via HDMI, DisplayPort (DP), or some monitors/screens accept USB-C directly.

Ethernet can go in any. It will allow up to 2.5Gbps, which is still slower than the 5-10Gbps USB 3.2 or the 20-40Gbps USB4 ports. (USB after 3.0 got unnecessarily confusing because of the USB IF, and their stupid naming schemes and various naming conventions.)
