dGPU throttling with 240W charger

Currently running NixOS 24.11 stable on Linux 6.13.7
I updated again a few hours ago, currently running Bios v3.05
It is a FW16 AMD Ryzen™ 7040 Series with Radeon RX 7700S

I bought the Delta Electronics ADP-240KB BA 240W USB-PD charger in hopes to get rid of throttling, but that has not helped. The battery still gets drained, even on balanced.

Somewhere since december, the gpu started to throttle when playing games.
When it happens, the GPU GHz seem to be capped at 1.3 and the wattage is stuck around 30-45. Everything gets unplayable and is super choppy, including background audio/video.
When everything runs normally, i see around 2.2GHz and 80-100W drawn, with GPU temps around 70°.
Highest GPU temp i observed was 83°
Nothing is logged in journal, it just drops performance.

I noticed that it usually happens at around 90% battery charge left. And it does not recover back to normal, until the battery is fully charged.
In the bios i disabled the battery extender, set the charge limit to 100 (maybe i misunderstand this setting?)

Also, would be great if my Notebook would not use the battery at all when plugged in.
