Fan stops spinning after post, won't turn back on

So I randomly noticed my computer getting super hot, and the fan not spinning. The only thing of note that happened that day was I ran sudo apt update and I opened the computer and removed a stick of RAM to show some kids (I work in a school). I checked that I seated the RAM properly, and when I turned the computer back on I realized the fan was spinning at POST, then stopping (not ramping down) as soon as the computer splash screen came on and would not turn back on regardless of how hot the computer became. The BIOS does not allow me to control the fan curve as far as I can tell, and I have updated the BIOS to 3.18.

I spoke with framework support and they told me to buy a new fan. I was skeptical because the fan does spin, however I bought a new fan because I need my computer working. That did not solve the issue; exact same behavior. I have tried to look for some fan control software for linux but everyone just talks about lm-sensors, and I don’t understand how that helps me control the fan? I have also tried booting off a live USB of fedora and I had the same behavior. I don’t have a spare motherboard to try, and am resigning myself to the fact I may need a new one, but I’d like to get this forum’s opinions of additional troubleshooting steps I should try.
