FW 16 Dock Not Connecting to the Two Monitors Plugged In

I have a new FW16 laptop, and a j5 Create Type-C Dual 4k HDMI Dock. All the dock requires to operate is a USB-C port that supports Display Port Alternate mode. One port supports up to 4k60, and the other 4k30. When I installed all the drivers and firmware for the dock, and rebooted the laptop, only the one monitor plugged into the 4k30 port would output a display, and when I flipped the connections, it was still only the monitor connected to the 4k30 port that was outputting a display.
Tried installing drivers from manufacturing, windows 11 is updates, etc.

The 30Hz HDMI port uses a software driver to enable display over a USB connection (similar to the way DisplayLink works).

This port/display should work when the dock is connected to any USB port on the FW16 and the j5create display driver is installed.

The 60Hz HDMI port uses DP-Alt mode. The FW16 only supports DP-Alt on expansion ports 1, 2 or 4.

If the dock is connected to any of the other three ports, only the 30Hz port will work.
