HDMI to SDI Conversion Issues with AMD Framework 13

MODEL: Framework 13 with AMD Ryzen™ 7 7840U CPU & 16 GB RAM
OS: Windows 11 Version 24H2 Build 26100.2314

I work with an Audio-Visual company that recently purchased several Frameworks (that are all identical specs) to use a trial run to see if they could be used for our day to day work on events. We’ve mostly had success with them but we have one specific issue that has been causing problems for us and that is when we try to convert from HDMI to SDI via a convertor. To convert between these signal types we normally either use a Decimator Design MD-LX or a Blackmagic Design HDMI to SDI Bi-Directional convertor.

One of our Frameworks has 0 issues with this and work instantly when connecting to the convertors however we have another Framework that refuses to work no matter what I try. If I look in the display settings in Windows I can see that the problematic Framework knows the convertor is present and sees it as a viable output however the convertor shows a no signal status light on it. Both Frameworks are on the same OS build, have the same graphics & display drivers, & are set to the same output settings. The only difference between the laptops is the working Framework recently got a fresh install of Windows 11 due to an error caused by a user while the problematic Framework has a windows install that is ~5 months old but is updated to the most recent OS & matches the working laptop.

I’ve tried different cables, convertors, HDMI expansion cards, and expansion card slots on the computer but all of them yield the same result. This leads to me to believe it is mostly likely a software issue & not hardware.
