Hi! I’m back at solving this, this time with framework support on the line.

This example is with world of warcraft open, but it happens with all youtube videos, basic browsing, even reading and editing text in Firefox or emacs. It seems especially agitated by browsers and electron apps (like slack). This is a permanent state of affairs with the 13th gen mainboard in my laptop.
I had tried to upgrade from the 11th gen mainboard, so typically what I do is daily drive the 11th gen mainboard and keep the 13th gen in a rack server position (so it doesn’t need graphics).
I’m currently running kernel version 6.9.7, but earlier today I was running 6.6.36. I enumerated all the 6.x kernels available several months ago last time I attempted to fix this.
I have enumerated all of the window manager, compositor, and graphics settings (several months ago). Nothing works.

But here’s the catch: I booted a live USB media of ubuntu LTS (back when 22 was the latest lts) and it did the same thing!
So yeah. Can anyone relate? Has anyone been down this road?
