I’m using a Framework Laptop 13 with Fedora 40 with the default GNOME desktop environment.
I would like to change the Framework key (F12 alternate function) to open Settings instead of an audio player.
I tried setting it as a shortcut in Settings > Keyboard > View and Customize Shortcuts > Launchers → Settings, but it still opens the audio player when I press the key.
Well, all I needed to do was log out and back in, and it started working!
I would mark this as [SOLVED], but I can’t seem to edit it.

Has this worked consistently since?
I tried the same steps as you but the function seems to reset on reboot, while the UI still shows my changed setting.
I don’t use this shortcut that often. I just tested it and it is still working, and I’ve rebooted many times. Here is what my settings look like:
