This is drm/amd#3647. To avoid the problem, add amdgpu.dcdebugmask=0x10 to the kernel parameters. This disables PSR (Panel Self-Refresh).

I was getting what appears to be the same issue amdgpu.dcdebugmask=0x10 seems to have fixed it so far.
