If you’d love to spend a few bucks, then it is super easy to create a Windows 11 installation USB on Mac, even on the latest M3.
First, download a copy of Windows 11 ISO from Microsoft:

Then burn the Windows 11 ISO to USB with UUByte ISO Editor app. It will write booting info, extract the ISO file and split the install.wim file automatically.

The whole process takes about 10-15 minutes and what all have to do is a few mouse clicks. This is much more convenient than the free command prompt.
