Windows has a feature called smart app controll which blocks all unsigned apps.
The Framework Amd 13 driver packet gets also blocked, which makes is impossible to use the feature on my framework laptop
Disable it, install the package then re-enable it. Yes it’s not ideal that the driver package is unsigned but it’s not the end of the world.
You just cannot re-enable it.
That’s the hole magic about smart app control

I just disabled smartapp control and hope that the person I set it up for doesn’t download random Stuff from the internet.

Will try that, but will take some time as I have to buy a new SSD (don’t wont to reset the current install if it doen’t work)
Why would you re-enable it? “Smart app control” is clearly an anti-feature made by Microsoft. Is that even legal under the antitrust laws?
