Why not use a desktop-grade accessory with an extra laptop liquid-cooled air-cooled hybrid heatsink?

The many ideas and features of the Framework appeal to me, which makes me give priority to the Framework when buying a Laptop, but why doesn’t FrameWork use a desktop-level CPU and GPU or even a desktop 8400MHz RAM? This way I can use it with my liquid-cooled air-cooled hybrid silent laptop radiator, which can be taken from home to travel places or even many places

I think it’s partly due to the fact that not everyone would want to use a hybrid, liquid cooling radiator for their laptop. Also, it’s not just about cooling. It’s also about delivering the amount of power that would be required. The battery would have to be large enough to supply the needed current, as well as providing a reasonable battery life. Also, the power supply would have to be large enough to keep up. The 180W power supply they have now is barely able to keep up (and technically isn’t in some situations) with the CPU/GPU combo they offer now. Desktop components would be a whole other ballgame.

Unfortunately, it’s ultimately going to come down to a matter of economics. Even if they could build something like that, the R&D, tooling, etc., would never be worth it for the relatively tiny market of buyers it would find.
