This sounds like a previous post: Western Digital SN850X not detected during Windows 11 install?
When I installed Win11 on my Framework I did not have this problem. I created the Win11 USB drive on another Windows machine, I don’t remember if I used Rufus or not but if I did I did not select any of the Rufus special options.
